I don't think that's really true. Even within a single run, SEND and ROUTE
commands only operate on mail that is marked NORMAL at the time the command
is executed.

For example, assume that you have mail for 123/45 that is marked DIRECT,
and mail for 123/67 that is marked NORMAL. The following commands

        ROUTE CRASH 123/0 ALL
        SEND CRASH 123/67

will send the 123/67 mail bundle to 123/0 CRASH, but the bundle for 123/45
will be unchanged. The commands

        CHANGE DIRECT NORMAL ALL
        ROUTE CRASH 123/0 ALL

would send the bundles for both 123/45 and 123/67 to 123/0 CRASH. I take
advantage of this to do some fairly tricky exception processing by
"hiding" mail for certain nodes and then applying blanket rules
to what's left as NORMAL.

You can take advantage of this for different runs, as well. Squish has a
"LEAVE" flavor which is particularly useful for this sort of
thing.
