It depends on the database.   My recordings database is on a box with
only one CPU.  It has 600-and-something users and about 98 GB of data. CPU
usage never goes over about 5% during the day.  (It does spike up during
the nightly backup, but who cares.)

My transactional database is temporarily on a box with 2 CPUs but it could
probably make do with 1, which is how many are on the box it is moving to
RSN.

Really disk I/O is the biggest factor in database performance.  So a simple
practice of always putting the log on a different array from the data
already makes a big difference.
