I'd like to guess, based on watching trackside as the work trains rebuild the
track in stages. One machine I have watched [casually] seems to jack up the
rails and ties while removing and replacing the rock ballast below. I suppose
that in the process drink cans, cigarettes and other soft garbage is screened
out and the cleaned ballast then returned and tamped with pounding hydraulic
hammers, into a well consolidated foundation. In the process the track and
ties remain intact.
