What how can this be?  Every state has guidelines that an EMT
has to met to get licensed.  The standard of care is being  met,
granted there will be great providers, and mediocre ones.  There
are only so many positions available at any one service no
employer is going to inundate himself with  people that he can
not use.

This is a very specious argument, it seems like hiring new providers
at 50% of the wages is cost saving, however having to train them
and weed out the ones that can't cut it not to mention the liability
involved.  It is much easier to keep the old pros than get new
ones.  A lot of the cost cutting is the result of insurance that
would not pay.  HMO's are really bad for this if some accountant
feels that it was not an emergency than they just won't foot the
bill.  Ultimately is started with abuse by the public I'm sure we all
have had runs that were nothing more that cab service for the
patient.  I have not been in EMS for long but in other fields I have
had to hire and fire and lot of people untill the right one came along.
Once you find that employee you stick with them.
