I hardly think it teasing.  A renound parrot behavorist recomends this 
exersize.  I don't have her name right now but she has written the Book
"Guide to a Well-Behaved Parrot."  Many parrots love this exersize and 
look forward to it.  They love it as a game and it is a part of the
Pet-owner relationship.
