If you'd read it more carefully, you can notice "using the protocol defined in
the _current_ FidoNet Technical Standards Committee publication" words there.
Now look into http://ftsc.org/docs/fts-1026.001 - it says:
"This document is a Fidonet Technical Standard (FTS)"
That means, all those
