Definately. Last I heard, private garages will be able to do the checks.
Which is a better option than those drive-in smog check horror story places
I heard some of the U.S. has.
Obviously somebody is getting the procedes of the $30 smog check fee. If its
like our Motor Vehicle Safety Certificate (required to register a car when
it changes hands) the province sells the certificates to the garages, no
doubt the province will also be selling the smog certificates to the garage
operators.
