Ottawa (Canadian Capital).
Toronto (Ontario Capital, for our American readers) hopefully houses some
beurocrats with a passion for older vehicles and common sense as applied to
those.

And even there, what sort of power do they have in that? The only power for
pulling and fining vehicles is for those that have safety deficiencies.

No doubt. Though, Toronto area always has seen the agressive cop on patrol
(undercover speed traps, their Camaro patrol vehicles etc.)

 When is Kingston going to be hit with the checks?  Maybe you're lucky
enough to be far enough "north" to avoid this nonsense.
