I am no Exchange expert, but I believe you make global contacts with Active
Directory Users and Computers (ADUC - on a computer where the Exchange
admin tools have been installed, so ADUC is the Exchange version).

Probably you would want to make an OU (organizational unit - right-click
the domain, New, OU). Right-click that OU, New, Contact. Repeat for each
contact.

At command prompt, enter following for one way to script: dsadd contact /?

Right-click the OU, New, Group. Set the group to be a Universal
Distribution group. Add whatever contacts/users are wanted.

You should now be able to use Outlook to send mail to a contact or a group
(choose to look for users in the Global Address List).

An admin can right-click the OU and select Delegate Control. Select a
security group (really - use a group, not a user), then allow members of
that group to create/manage user accounts, groups and group membership. The
delegation changes permissions on the OU to allow the specified group to do
the specified actions on that OU only. There is NO undelegate function - it
ain't easy to undo!

Be prepared for mega frustration.
