Is Netmgr 1.00 (Y2K patched) broken in any way?  I've just noticed that it's
not writing changes to the netmail messages, even though debug mode shows
the changes should be made.

The email at the bottom shows the zones should be 85, but the netmail actually
has zone 1 in both the "to" and "from" addresses.  The
old 0.95 beta worked
fine.  Is a registration cripple causing this?
