 I rang the cops a few months ago, when there was a drunk out
the front making a nuisance of himself, determined to chop down the
tree in the street in order to gain something to throw at his shirt
which had ended up on the overhead power lines (I have no idea how).
At first he was just a nuisance at five in the morning (the tree was
in no real danger), but then he started to challenge early-morning
joggers to fight, so I called the cops.

   What turned up (in two minutes!) was a standard (too-young) big
cop and a five-foot-three pretty young thing. She was terrific at
handling the drunk with just enough threat of big trouble to quieten
him, without pushing him. He went off mumbling shirtless, and that was
the end of it.
