That's all it takes, and your bird already knows it's there.

Cloth is a great idea. That will definitely keep a budgie safe - at least
for the few moments it takes for the bird to chew through it and get it's
head stick between the bars.

Believing an $8/hr pet store yahoo was not your first mistake. If $80 is a
significant amount for you to spend on a bird cage a little research before
buying would have been a good idea.
