Ratios aren't daily, they're permanent - if that's not what you want,
you'll have to keep the ratio fields on 0.  You can also configure the
new user defaults with an initial upload credit, so they can download
straight away.

I'm not aware of any way to set a daily download count either.  You can
set a daily KB limit, but it would appear 40MB is too large for that field.

I think to do what you want, you'll need an elexer front-end script to
the download options to keep track of the daily traffic and/or enforce
custom limits, or a time/byte bank that can roll back the daily download
counter.

I don't see a way to charge credits per KB either, which would have made
 this fairly easy.
