what's being pointed out is that batch files don't contain the commands
needed to write a virus but monad does so it requires a higher level of
security controls than cmd.exe currently requires, or at least a more
security conscious default configuration..

But instead of a wakeup call, MS is brushing this off as "oh it's
nothing, not a vuln, nothing to be concerned about"..
