I think I remember reading about this one myself in Ripley's Believe it
or Not.
Two comments:
A freak accident is just that; a freak.  We needn't worry too much about
a repeat happening if WE have to shoot somebody in the head.
As for the comment that "He lived with only minor mental impairment."
It's not fair to draw that conclusion just because he voted socialist
ever after.  I'm sure he also voted socialist BEFORE the accident.  Who
else but a socialist would have a brain so small you could blow an iron
rod through his head without hitting it?
