mutil is also tossing incoming mail without issues here. The only problem I
have is scanning locally posted messages out. I have seen others posting with
Mystic prealpha's also without problems from a node. I think this issue only
affects points.

I have upgraded to A46 Linux64 2020/04/23 now and set loglevel to 3 and see
mention in the log about "Circular SEEN-BY:". Here's a snippet..
