About the same reason a lot of people I know are no
longer sure if they would stop at an accident scene and
render first aid.  Even with the "good samaritan" laws
on the books the threat of law suits make them think
twice.

I have offered to help twice.  Both times it was a
single cop trying to control/break up a fist fight with
a group of drunks watching and cheering.  Of course
back then I was younger and in a lot better shape :)
