THe owner said the bird did not live in an outdoor aviary. She lived
inside with the humans. Thus, the bird was not *kept* outside where
she'd be acclimated to cool weather and high winds--she was probably as
uncomfortable as any human who wasn't dressed for the cool weather.

...not if there are high winds such as were happening that day. The bird
would have been blown away, across the nearby river (or into it). And
given the bird's behavior as I watched it, it wasn't a "good trained
human fixed parrot". I suspect it was a cage bird who wasn't taught to
fly TO humans--it was too shy, even toward it's handler, to be a really
human-bonded bird.

I'd be satisfied if the woman just learned a bit more about the birds in
her care...
