I think it's related to entering your messages and replies online at
Fonix via the web interface, and those of us on this end who look at
their messages either via a .qwk packet, or possibly online via a Telnet
connection.

Those =20 characters *I* *think* are either line feeds or carriage
returns that the web interface inserts to bring the text down to the
next line.  They're apparently not getting filtered out all the time,
and the non-html readers are seeing them.
