Maybe 14 degrees C. That's really no temperature to take a parrot for a
walk, but if the bird is used to that there is no danger. Humans also live in
the different clima zones without suffering.

A good trained human fixed parrot will fly onto the next persons shoulder,
when lonely.
If you mean that the "cruel woman" was a bad aviculturist, you'd be
satisfied when the bird changes his home! ;-)
