No. Your federal constitutional rights are the minimum. The
states can recognize more rights, but they cannot impose restrictions
greater than those permitted by the U.S. Constitution.
Unfortunately, too many, including the NRA, accept (or act as though
they accept) the 2nd Amendment as involving PTKBA (Privelege To Keep
and Bear Arms) rather than RTKBA.
