I think there is a a small bug in TspinEdit component that come with
Delphi ...
The bug Appeares if you set the Maxvalue=Minvalue So the value 
wont be strict under the max and min values....
For Example Set the MaxValue to 10 and MinVAlue to 10 Also ..
and run the programm ...
   The component will return a number out that range... 
  I hope all of you notice that...
