No way. Leg chains are VERY dangerous. If the bird leaps off its perch,
it ends up dangling by the leg chain, and if that doesn't break the leg
bone, it will at least pull the leg out of the socket.
And in the instance I described, the woman had a DOG LEASH clipped to
the bird's import ring. The clip was so big it was pressing on the flesh
of the bird's leg, causing it to leave marks in the skin.

This bird wasn't an outdoor bird. It was taken outside in 55F (I don't
know the Centigrade translation) weather and high winds without being
fully acclimated to that temperature.
And it wasn't clipped, so if it did manage to get the leash off, it was
going to get away...
