Good guess. If you hear the audio then you have an analog system
there.

The same thing happened here in Annapolis, MD. The county got the
system first and put all their radios on it, including the city FD.
Later, the city PD went onto the system. In a way, it's good, as
it allows all the emergency services to communicate with each other
when necessary.

Yer welcome. :). The base station scanner is going for around $340. The
handheld version is around $299. I just saw the handheld version last
night when a ham buddy of mine came over. It has all the same features
on it and works just as well as the base, aside from being a little
less sensitive. But that's par for the course when comparing base
with handheld.
