You cannot compare 1,80 m human with a 0,30 m animal. See child fall to
the ground and an elderly man or woman...
Parrots are so light, they effectively do not break a leg when flying off,
leashed, and the keeper's reaction is well.

But consequently it would be not a good idea to take them to other
countries like USA, Germany and so on.
As we do so, we should let them adapt to our weather.

By the way: there have been instances where amazons began to pluck their
feathers after wing clipping! Clipping must be frustrating if the animal
has been accustomed to flying a lot.

As far as I know, in Germany the clipping of budgies is not used at all!
The reasons:
Budgies can fly free in the living room without danger of pushing things
down. They also cannot destroy furniture like bigger parrots do.
