They weren't cumulative, and IBM thought that was the way to go because =
it gave people the option to not install a fixpack if it created an =
incompatibility with some application. MS on the other hand did things =
right and made service packs cumulative which forced app vendors to fix =
their stupid apps when something broke. Having been thru that before is =
one of the reasons I keep promoting the idea of current rollups so you =
have one service pack and one rollup to get current. Simpler is always =
better and leave the problems of broken apps to the app vendors.

Even the OS/2ers said they liked the NT way of doing cumulative service =
packs better.
