No, it is Michigan.
Beside that: Parrots in the local zoo (Germany) can be visited in cold  
winterdays with snow in their outside aviary, although they have a warm  
house. They are used to the cold weather.

Budgies and parakeets never are to clip. When to clip, then a big parrot.
