this would be a ballast undercutter. Actually works into the ballast under
the
ties, shakes out the mud and crushed up stone and reshapes the ballast
profile.

That I can't help you with. Last part of that is probably "maintainence of
way",
my guess is that it means the trackk department has to work around the
trains,
ducking into sidings when traffic gets heavy. I'm not real familiar with
that area, is it single tracked with passing sidings? Everything here is
double
track, so the track dept just takes one out of service which drives the
dispatcher nuts.
