Or Jimmy Carter describing the failure to rescue the American hostages
in Iran as an "incomplete success", or G W Bush describing the Iraqi
invasion as a "catastrophic success".

I must get a copy of Don Watson's book, "Weasel Words". He was being
interviewed yesterday, and "misspoke" got a mention. A bad choice of
words for the Pentagon minder, as it apparently is a euphemism for
"lied".
