Yes, I would agree, but not necessarily in that order. Also, I would say that 
most people do not 'join' a gang like other people 'join' the Elks. I think 
most gangs evolve out of childhood, neighborhood relationships, i.e. the 
twelve
kids you grew up with are suddenly your 'gang' at age 14 or 15.
