Initially, they won't force you, but as noted, voluntary compliance
is tantamount to compulsion.

The microchip will be so "convenient". E.g. all the dead bodies in
the Spanish train bombings, or the tens of thousands of dead in the
recent tsunamis could be instantly identified with a wave of the
RFID reader, coupled with ID & passport info, etc. The British
residents near the Gleneagles G8 conference wouldn't need ID cards
to get to & from their homes in the restricted area if they had
chips in their arms, etc etc.
