It sounds like the default rights have somehow been messed up, or the user is somehow logged on as a guest. Administrative Tools, Local Security Policy. Computer Configuration, Windows Settings, Security Settings, Local Policies, User Rights Assignment. Double-click 'Shut down the system' - who has that right?
