Partly yes, hpt should do checks on the message if it leaves the system
allright. If there is no Origin line added by a buggy mailreader, it should
add one. Echomail without valid a valid Origin line is refused on some
systems. The same goes for the tearline, just add three dashes.
While a local posted message is checked, check also for kludges in netmail,
some mailreaders don't add TOPT, FMPT and INTL kludges when they are needed.
