Hi Chris!
I have read the mail of Kathy with a sort of inner smile. OF COURSE she
was ennoyed, and the told situation with the parrot was not the best.
But what you wrote is also worth of having a critical look on:

how cold? is the question. Some Parrots live in nature in cold habitats.

(A legbanded bird can be kept at other times (when not on a walk with the
owner) free in an aviary, able to fly - a clipped one can't fly - and
flying is what birds want to do.)

What do you meanw with "good"? Hot sun is e. g. not regularly "good
weather" for parrots, esp. for those from the rain forest, which is a dark
and shady place. Those parrots dislike direct sun beams on their body (for
longer time). I have seen many parrot keepers, who did not know this and
put their caged bird the whole afternoon into the burning sun. (Plus
giving him a strong shower before that. Bird wet upto the skin. Later he
was ill.) But it happened by chance, not because the keeper was a bad
human.
To put it in a nutshell: Every parrot keeper believes to do its best for
his birds - and no one should sentence about the other, no one should
throw the first stone. We all make mistakes, especially I in my Englisch.
