Has anyone considered that the individual that posted the original request 
for info MAY have been referring to the "decoding" of downlink data from an 
amateur sat ?  Aren't there several that broadcast general info in a 
telemetry format that would require decoding ?  (ie DOVE ?)  Since this IS a 
HAM Radio echo, it doesn't make sense to ask about commercial signals here, 
and if this IS the case then wouldn't it be 'off-topic' and not worthy of 
this thread ?
