Already been done here in the West (probably in other places as well).
The network is called CONDOR, and links repeaters from Northern
to Southern California, and in Nevada and Arizona (that I know of).

WRONG!!! If you are using an Amateur Radio Callsign illegally,
the responsibility is NO ONEs but YOURS!!! The "FCC" issued
call and license documentation is a legal identification, and
if you DIDN'T have one (which I see that Russ Wuertz DOES) you
would be in violation of FEDERAL LAW! Oh.. This would ALSO
apply if you were using a callsign that wasn't issued to YOU!
And another thing. Many of the Callsign databases no longer
give an age or DOB, so why don't you answer Ivys' question
instead of being evasive about it. ?!?

As far as the person coming to your door and claiming to be an
amateur Op, ALL Amateur Radio Ops are SUPPOSED to carry the
wallet ID card/license with them at all times - you could have
simply asked to see that. It should look SOMETHING like yours.
I've seen a LOT of "KE" and "KF" calls that are 'Advanced Class'
license holders, and it's entirely possible you looked up their
call in an older database that was issued before their call was
included, so you MAY have just slammed the door on a VERY good
learning experience. Good 'Elmers' are nice to have around...
