Are you sure she's not just using her beak to climb? Budgies are
great at that. Mine climb all over their cage; if they're goofing
around and fall to the bottom, they often use their beak to climb up
the bars, rather than using the ladder.
Very bad idea if she can get her head through the bars!!
Does she have toys to play with? Are there enough perches so she can
hop around and have some variety and change in scenery? Have a
cuttlebone? Is she able to bathe if she wants to? Have a radio
playing for part of the day? Is it drafty?
Some people oppose mirrors for their birds, but mine both like those
round 2-sided mirrors that you can hang over a perch. They talk to
it, bop it, play with the bell at the bottom, push it back and forth
between each other.
She sounds bored.
