I would suspect that you thought the cop should catch up to the speeding 
Honda, by doing 95.  At that rate, the officer, if he started out, only 
a mile behind, would take 12 minutes to catch up to the Honda, and would 
be almost 20 miles further down the road.

I have seen only a few officers who wanted to drive at high rates of 
speeds on public highways, where their lives are in as much danger as 
the civilians they are trying to protect. 
 
Whether a police officer drops out of a high pursuit chase or not, 
doesn't necessarily mean that the criminal is going to slow down.  Most 
of the time, the criminal will continue, and with added incentive that 
the police can't catch him. 
 
There was an incident in Rochester, NY, where the police were involved 
in a high pursuit chase, and when the criminal got off of the expressway, 
they slowed down, and followed at a safer speed, and used their radios, 
to keep in contact. 
 
The criminal continued to drive like an idiot and took out several cars. 
They were originally pulling the guy over because the car was stolen. 
When they finally got the guy, they found out he was wanted for a 
series of murders. 
 
You never know who is in the car, but if they are running, their is a 
very good chance that they don't want to stop for more than just getting 
out of a speeding ticket.
