The off switch is not sufficient to get it out of the picture, you have to
actually uninstall the damn thing to make it stop proxying your mail. Of
this I'm sure, I've seen exactly this type of problem hundreds of times and
each time the solution was to uninstall norton then everything works fine.

Turning it off, rebooting, nothing worked, uninstall and presto it's fixed.
