The docs say that if you specify "DupeCheck Header MSGID" then
"If EITHER the MSGID or the header is duplicated, Squish will declare
the message to be a dupe."

The Squish code isn't an easy thing to work on unfortunately. I haven't
been able to get the Win32 version to compile properly yet. As for an
external dupe detector, I don't know of such a beast, and I'm not sure it'd
integrate too well into your set up even if it existed.

Comment-out the "DupeCheck" line entirely? Unfortunately the
Squish docs don't say what the default is.
If that fails you may be able to do something sneaky like create a zero
byte *.sqb file mark it read-only, eg.
copy nul tub.sqb
attrib +r tub.sqb
But personally I'd look into fixing the gateway software.
