Hello...
You can obtain JAR from ARJ support BBSes.

 ANNOUNCING THE PUBLIC BETA TEST RELEASE OF THE NEW PC ARCHIVER - JAR
 ARJ Software is pleased to introduce a new file archiver to the PC world.
 It is the program JAR, now available as a public BETA TEST release for
 public testing, evaluation, and comment.
 JAR is available in a 16 bit executable (JAR.EXE) for DOS and in a 32 bit
 executable (JAR32.EXE) for Windows 95 and Windows NT.
 The main advantage of JAR/JAR32 is outstanding compression at reasonable
 speeds in a wide range of PC environments. JAR will run on a variety of
 PCs including a 640K DOS machine (Intel 8088), a 32MB Pentium Windows NT
 machine, and a 16MB Pentium OS/2 machine (in a DOS box). For better
 compression, JAR takes advantage of the free memory (free EMS/XMS when
 running in DOS).
 To go along with outstanding compression, JAR provides a full range of
 commands and options (ARJ-like) making JAR possibly the most powerful PC
 archiver available.
 [NOTE: JAR archives are NOT compatible with ARJ archives]
 We compared JAR with some of the leading commercial archivers: PKZIP
 2.04g, UltraCompressor II Revision 3, RAR 2.00 BETA 3 for Win32.  LHA 2.X
 and ARJ 2.X are not included. Their compression size numbers are very
 similar to those of PKZIP 2.04g.
 COMPUTER: Pentium-100, 8 MB memory, no external cache
 OPERATING SYSTEM: Windows 95
 CONFIG.SYS:
    device=c:\win95\himem.sys
    dos=high
    files=40
    devicehigh=c:\dos\power.exe
 JAR.CFG:
    32MemoryLimit=2048
    CheckAvailableMemory=No
 FILE SET: The Calgary Corpus (18 files totaling 3,251,493 bytes, popular
 file set used to compression rates).
 Archiver Method Compression time Compressed size
 --------------------------------------------------------------------
 JAR32                Default           22s           914,020  (100%)

 FILE SET:

 RAR 2.00 beta 3      Default solid     23s           433,214  (112%)
 UC2 rev 3            Default           20s           504,304  (130%)
 PKZIP 2.04           Default            8s           544,568  (141%)
 FILE SET: Microsoft Visual C++ 1.52 (462 files and directories totaling
 18,806,153 bytes, mix of executables, text, DLLs, and object files).
 Archiver Method Compression time Compressed size
 --------------------------------------------------------------------
 JAR32                Default          177s         7,221,727  (100%)
 RAR 2.00 beta 3      Default solid    300s         7,856,362  (109%)
 UC2 rev 3            Default          282s         8,556,558  (118%)
 PKZIP 2.04           Default           96s         8,945,476  (124%)
 In the above tests JAR has been configured to use 2 Mbytes of memory. With
 more memory, JAR can compress even better. Here are the results
 compressing the MSVC++ file set on a 24 MB PC with JAR configured to use
 10 Mbytes of memory.
 Archiver Method Compression time Compressed size
 --------------------------------------------------------------------
 JAR32                Maximum          264s         5,984,311  ( 83%)
 PKZIP 2.04           Default           96s         8,945,476  (124%)
 JAR uses "on the fly" solid compression to achieve its great compression.
 Extraction speed is much faster than its compression speed.
 JAR provides many state of the art features including:
 1) Diskette spanning archives
 2) Password option for encryption or user authentication
 3) Chapter concept providing for multiple backups to a single archive
 4) Options to recover files from damaged archives
 5) File selection based upon file name, date-time, and/or attributes
 6) Long filename support for Windows 95 and Windows NT
 7) Support for handling over 50,000 filenames
 8) Option for a byte for byte file compare check during an archive build
 You can download the JAR beta test release from:
    ftp://ftp.std.com/pub/jar/JAR101BX.EXE - JAR version for world-wide use
    ftp://ftp.std.com/pub/jar/JAR101B.EXE - JAR version for USA domestic use
                                             (contains encryption modules)
 Both files are ARJ self-extracting ARJ-SECURED archives.
 Regards,
 Robert Jung (robjung@world.std.com)
