I did say "helps drive" but your point is still well-taken.  I think 
that there is an attempt to teach according to our best knowledge yet as 
you point out, special interest groups and financial restraints inhibit 
change.  Perhaps driven is overstating reality a bit (wishful thinking 
on my part?
