Is that so? Has it occurred to you that many college students also
live at home (enrolling in a local college) to save on living expenses?
And that older high school students don't necessarily live at home,
and even if they do, aren't necessarily under the control of either
parent to any significant degree?

Depends on the college. The college in the area where I live requires
its instructors to keep attendance records.
