What about creating a user account in EleBBS named "Anonymous",
without a password defined?  It seems to me this should work.
(but I've never tried it).

I've used an account named "Guest" without a password in EleBBS to
allow users to login and look around. If you enable the "Guest" flag on
an account it  will reset all their limits every time they log on.
