How does Norton cause Outlook to lose the message?

Another symptom I see, when Outlook checks for email (POP3), it puts up an
error, then on the lower right corner displays a little yellow triangle
with the words "Click here to cancel".  Only nothing at all
happens when you click there.  It is a dead area of the window.  The
"Click here" message and the triangle remain in view.

There is just too much weirdness going on within Outlook for me to simply
accept that it is a Norton problem.   Even before we had Norton
installed, Outlook's SMTP engine had difficulties at times.

Additionally, my other email client, Calypso, does not have any troubles
whatsoever sending mail.  It is slow, but the send always completes.
Calypso also goes through the Norton proxy.
