Almost never.  XP "comes with" their new machines.  The $60 more
for Pro is irritating, but not fatal.  They're expanding.  The old machines
get handed down.  Nothing goes out of service except machines from the
95/NT era, and XP/2k drivers are hard to come by for some of them, and more
PC-133 memory would add $100 to the upgrade.
