Have you tried adding an account anonymous? and then password=blank

Also regarding the other reply we're trying to setup FTP areas in EleBBS 
that will connection to the EleBBS FTP Server... You can have File 
Area's in EleBBS that are located on someone else FTP server... I use 
this currently for a couple of File Area's on Hobbes....
