I'm not convinced of that. Assuming the Republicans retain control of 
Congress, Dole is going to call for party loyalty and get a lot of 
legislation rubber stamped that would not make it through Congress if 
Clinton proposed it.
Preventing the Democrats from taking back either house is absolutely 
essential, however.
