I'm curious.  Is there anyone out there who has gotten Goals 2000 
money?  Was it a terrible experience?  Did the government then 
force you into doing things you didn't want to do or wouldn't have 
otherwise done?  I ask as I'm in Alabama where our Wise and 
Omnipotent governor has turned this money down and I just can't 
figure out why.  Forty eight other states took the money and I 
haven't heard any complaints - are there any?
... Of course I'm sane, the voices in my head tell me so.
