Where are you pulling this from? There are no human-enacted penalties
associated with the Noachide Laws -- they are rules that God set out for Noah
and his descendents, of which all Christians are a part thereof!
And the Noachide Laws are already a part of Christianity, Islam, and all other
compassionate religions, as well as most secular justice systems. . .
And, as to the non-paganism rule, that, in a secular democracy can be
interpreted in various ways,such as the state shall not impose any god upon the
people. . .
The rabbis themselves claim the right to alter the Biblical laws for their
nation, via their own courts of justice, so it stands to reason, that the same
"establish courts of justice" Noachide law provides the same allowance to
non-Jewish courts!
